A memorandum of understanding (MOU) is a non-binding agreement between two or more parties that outlines the intentions and expectations of the parties in a particular project, partnership or collaborative endeavor. MOUs are often used by organizations, governments, or businesses to outline a framework for cooperation or to establish a mutual understanding on specific issues.

The memorandum of understanding typically outlines the objectives of the collaboration, the roles and responsibilities of each party, the resources to be committed to the project, and the timeline for the project’s completion. While MOUs are not legally binding, they serve as a commitment to work together and set the stage for future negotiations and agreements.
